The Albany Housing problems continue to grow with management trying balance their money woes on the backs of our CSEA work force. They stated back in May of 2005 layoffs of a storekeeper and reduce a Dispatcher full time position to part time. Also trying to get MOA's on giving the layoff dispatcher exclusive rights to all holidays and days off before offering over time to any of our full time employees according to the contract article which explains how OT is offered. Since July 2005  The Albany Housing Authority has continued to target CSEA Positions to balance a budget and continue to spend money. The unit sat with management several times to offer a plan to save the Authority over $400,000.00 which wouldn't have cost a single job. But this was also rejected.

With reduction of staff, AHA continues to have non-union grounds crew, provisional titles, and move supervisors in to managers positions without tests for those job titles.

The Authority continues to deplete their budget by employing a fulltime Lawyer at $125,000.00 a yr and putting part time employee to full time at a grade 12 in the computer department. While layoffs are pending to our CSEA members. They continue to farm out work that our membership can do at a lower rate. They continue inventory in our warehouse to supply the workforce. Forcing our members to be responsible to retrieve their own stock. This will eventually lead to the unit loosing another title and another member. While contractors are used on a regular basis.

Over the last 2 weeks they have changed our health Insurance plan so that are CO Pays are alot more expensive to our members so that The Housing Authority can save $140,000.00 so the cost can be shifted on the backs of our members. The Management Staff continues to be plentiful with no cuts at all.

The Housing Authority has closed their cashiers office which took in Rent rolls and moved her over to the receptionist title in return we have lost another CSEA position. We also will losing our Auto Mechanic as of May 2005. Albany Housing has continuously complains about having no money in their budget they decided to install GPS devises in 6 of their vehicles that are within the city limits at the cost of $800.00 - $1300.00 per truck, plus a monthly monitoring fee. These devises were supposedly installed to justify the use of the vehicles mandated by the Federal Government but yet there is no devices on any Management vehicles that are either owned or leased with the same Federal Funds.

The Housing Authority will continue to target CSEA members by enforcing the 15 min and lunch provisions on CSEA members. But they take no control over the other Union or Management Staff along with unlimited smoke breaks.

The Albany Housing Authority is using text book means to break up CSEA. Getting our members to fight amongst ourselves while they sit back and watch, while pick at our membership like vultures. Get United that's the way to stand strong against the Housing Authority.
